the purpose of rules are to govern behavior.
The out of bounds rule in sports isnt created to be broken. Its created to be followed, and if broken, the person/team who broke it is penalized.
Even when a rule is unfair, unjust, its purpose is still the same. The reaction is just different. There were rules back in the days for certain races that werent meant to be broken, but thank god they were eventually changed.
