well, first of all you need a sense of production
i mean my friend was usin a windows 98 comp, acid pro and fruity loops with prolly a 80-100 dollar mic and sometimes the only noticable difference between his shit and known artists' is you can tell his vocals are put over the beat rather than soundin like its mixed in with the beat

yea, i know thats not much help, but you might as well not rush off to spend a couple grand for nothin, talent will outshine 'show' anyday
but yea, unless you can find some ppl who know their music shit, do what dude said n go to guitar center...they have all kinds of raw producing shit

I'd go with a Digi 002r if you're outsourcing your mixing or if you're on a Mac. If not, a MOTU system is nice with Cubase LE is fine. ($800-$1200)

I'd probably go with the Tannoy Reveal 8D monitors ($1400) or KRK V8's ($1000). Event SP8's are nice too ($1300).

I don't know how many people you're trying to record but a Neumann TLM103 ($1000) is a safe bet. A Sennheiser MD421 ($350) would work pretty well if you're looking for some grit.

Get an external 7200rpm firewire hard drive to record on and a good computer if you don't already have one. You might want to invest in Waves Musician Bundle II ($150) for some plug in's too.

Then just take care of your cables, stands, acoustic treatment, etc. That should cover you unless you get more specific about what you're trying to do.
